Dr. Inina Lola Plucer-Rosario, Ed.D., BCBA, is the Founder and Supervising Clinician of Impact-Ed and an education, behavior, and systems consultant with more than 16 years of experience supporting individuals with autism and developmental disabilities and strengthening the families, organizations, and systems that support them.
Rooted in Guam and informed by professional experience across the continental United States and the Pacific region, her work is grounded in Applied Behavior Analysis (ABA) and dedicated to building sustainable, culturally responsive systems of support across the lifespan.
Dr. Plucer-Rosario's experience spans educational, clinical, healthcare, community, and government settings, including previous leadership roles as a Clinical Director and Regional Program Supervisor. She partners with families, schools, healthcare and behavioral health organizations, government agencies, and community organizations to strengthen programs, build workforce capacity, and improve outcomes across settings and systems.
Her work includes autism and ABA consultation, professional development and workforce training, systems and capacity development, program evaluation, clinical supervision and mentorship, special education consultation and IEP support, and interdisciplinary collaboration throughout Guam and the Pacific region.
Drawing upon expertise in Applied Behavior Analysis, educational leadership, and systems development, Dr. Plucer-Rosario is committed to translating research into practice and developing solutions that are practical, evidence-based, culturally responsive, and sustainable. Through Impact-Ed, she works to strengthen local capacity, support meaningful participation and quality of life, and foster sustainable systems that improve outcomes for individuals, families, and communities across the Pacific region.
